Good Morning! Boca Raton Army Air Field officially opened on Oct. 12, 1942, and the Army built more than 800 buildings and four runways there. B-17 pilots trained at the field, and airplanes came from all over to have radar installed. Cadets sometimes spent up to 20 hours a day learning engineering, aerodynamics and communications.

In This Issue: power coming back across the Panhandle as Florida readies a major disaster request, mail paused in 60 North Florida ZIP codes and insurance help opening in Destin, a fugitive businessman in the Venezuela bribery case now in U.S. custody and 41 Southwest Florida waters added to the state's polluted list. Plus: no-interest bridge loans for storm-hit businesses and farms, a 180,000-square-foot Life Time club in Lakewood Ranch, a 57-yard kick at the gun in London, a Design District office tower with an artist's touch and a Villager's hole-in-one on a par 4.

More Than 200,000 Panhandle Customers Have Power Back as Florida Prepares to Seek a Major Disaster Declaration

As of Sunday afternoon, more than 200,000 customers who lost power in Hurricane Isaias had it back, Gov. Ron DeSantis said. That's out of about 430,000 who were without it Saturday morning. As of 9:01 p.m. Sunday, 199,995 Florida customers were still without power, including 161,820 Florida Power & Light customers, according to the Florida Public Service Commission. Other updates:

  • FPL is expected to be largely finished with restoration by Monday.
  • CHELCO had about 21,900 customers still out as of the PSC's 9:01 p.m. report, and the co-op says it expects to restore power to most members by Tuesday night.
  • Outage shares: some of the hardest-hit counties were Santa Rosa (about 90% of customers out), Holmes (89%), Washington (86%), Walton (85%), Escambia (75%) and Okaloosa (53%), the governor said.
  • Major disaster declaration: DeSantis said the state will ask the federal government for one, saying damage from fallen trees alone should clear the threshold. That would open the door to aid for individuals and public infrastructure, beyond the emergency declaration already in place.

The worst damage came inland, not on the coast, where storm surge was lower than expected. In north Santa Rosa and Escambia counties, strong winds lifted roofs off buildings, DeSantis said at a stop in Milton.

  • Grayton Beach: at Grayton Beach State Park in Walton County, crews worked overnight with 600 cubic yards of sand to rebuild a washed-out bridge in less than 18 hours, DeSantis said, according to WTXL. The park was expected to reopen Sunday night, and 24 parks have reopened, WTXL reported.
  • River flooding: the state is watching rising water on the Blackwater and Shoal rivers near U.S. 90 and I-10 around Crestview, DeSantis said, and search-and-rescue teams remain on standby.

USPS Halts Mail in 60 North Florida ZIP Codes as State Insurance Help Opens in Destin and Most Schools Eye a Wednesday Return

The U.S. Postal Service's Florida 1 District has temporarily suspended mail delivery and retail operations in 60 North Florida ZIP codes after Hurricane Isaias, effective immediately, WJHG reports. The Postal Service said it is working to restore operations as quickly as it safely can. Separately, Chief Financial Officer Blaise Ingoglia's Department of Financial Services opened an insurance assistance hub Sunday at the Morgan Sports Center, 4200 Indian Bayou Trail, in Destin. At least six carriers and state consumer-services staff are there to help with claims. More insurers are due Monday from 9 a.m. to 4 p.m., and the hub is expected to stay open for the next few days.

DeSantis said most Northwest Florida schools were already off Monday for Columbus Day, and many have a teacher planning day Tuesday. He expects "the vast, vast, vast majority" to reopen Wednesday. The state is also surveying businesses about storm losses at FloridaDisaster.biz.

Fugitive Businessman Alvaro Pulido, Charged in Miami in the Venezuela Bribery Case, Is in U.S. Custody

Alvaro Pulido has been taken into U.S. custody after an investigation by the DEA, FBI and Homeland Security Investigations, a Homeland Security Task Force spokesperson said Sunday. He is wanted for allegedly paying bribes to top Venezuelan officials for state contracts. Pulido was indicted in Miami federal court in 2019 and again in 2021. The DEA and State Department had offered up to $10 million for information leading to his arrest. Spokesperson Nicole Navas Oxman didn't say how he came into U.S. custody, but said his first court appearance is Tuesday in Miami.

Prosecutors allege that Pulido and his longtime partner Alex Saab built a network of offshore shell companies to funnel bribes to allies of ousted Venezuelan President Nicolás Maduro, in exchange for contracts to import food, medicine and low-cost housing. Saab was deported to the U.S. in May. Last month he pleaded guilty in a related bribery case, agreeing to cooperate against Maduro and others and to forfeit $195 million.

DEP Adds 41 Southwest Florida Creeks, Bays and Canals to the State's Polluted-Waters List, Most for Human and Animal Waste Bacteria

The Florida Department of Environmental Protection checks the state's waters against its pollution limits every two years. Its latest review added 41 contaminated water bodies in Charlotte, Lee and Collier counties to the list of waters that fail, WGCU reports. More than half were listed for bacteria that signal waste from people and animals, often enterococcus, including three stretches of the Peace River. In Cape Coral's tidal canals, an algae marker that had run low for years shot past the limit.

The picture is mixed. Charlotte County accounts for the largest share of the 41 new listings, yet other parts of Charlotte Harbor now pass nutrient tests they once failed. Next, the state will work out how much pollution each listed water can take and still be clean enough for swimming, fishing and wildlife.

Gardening Notes: Fall is herb-planting time, UF/IFAS Gardening Solutions says: rosemary loves full sun, tolerates drought and can thrive in Florida year-round, though it's best bought as a plant because it's hard to start from seed. Thyme is another drought-tolerant sun lover; trim it back whenever it gets leggy.

Coastal / Red Tide: FWC's latest update (Oct. 9) found background to very low red tide levels along the Gulf Coast and none on the East Coast.
